I was probably trying to make too much of a graphic point, but it includes nude modelling.
It does depend on where you are, but I assume we're talking the states here, also i don't recall it being banned anywhere so..

yeah artisitc merit.. as well as the context of the nudity and the artwork as a whole - ie the 10 seconds of boobs in 2 hours of movie.

You CAN shoot a 16 year old girl naked. BUT. but but. it HAS TO BE NON-SEXUAL and yes proper legal consent from guardians etc etc. It's kind of how naked baby photos of you in the bath aren't porn. as long as it isn't overtly sexual, there is no open legs, genitals, touching, holding breasts etc and it's done as "Art" the kind of thing you'd hang in a gallery, not make into a tgp gallery.
It technically should be legally ok depending on the amount of money you have saved up for lawyers to prove it's legal.
