The Internet is TOO big to be controlled the way you describe.

Furthermore, no one is ready to give up their freedom to create
a "Clean" Internet. No one gives a flying fuck about that except
a few idiots down in Washington who saw it on paper.
.com is a U.S. controlled extension. It would be pretty easy for the U.S. to enforce this policy. Now if the U.S. tried to enforce their policies on .co.uk or .ru that wouldn't fly, sure.
