Those deformities are concurrent with a drug prescribe to pregnant woman to ease morning sickness. Thalidomide was introduced in the late 50's. once they made the connection to the abnormal growth in fetal extremities and sometimes the head, they discontinued the distribution of the drug.
People who are affected with these symptoms are called 'Thalidomide Babies'
There is another drug that was given to soldiers during desert storm that is causing similar defects to their offspring. Can't remenber the name off the top of my head, though.
