The authorities will be so flooded with false reports of kiddie porn that eventually they will tend to ignore these reports, I think. It's not like tracking down CP is the only thing they have to do, and they, like anyone else, like doing things which get results.
I've heard the "anything that helps" argument regarding catching CP'ers, but it's way too easy for false reports to ruin good people. To me, methods with that result are wrong and not worth it. And when I say "ruin," I don't mean just to someone's reputation. The police can get a warrant and confiscate everything you have, keep it for months and years, prevent you in engaging in regular business, and then if you get your stuff back at all, they're in no way obligated to return it in good condition.
What is FAIR about that?
I say, be pretty darned sure before you turn someone in.
