Because they don't exist yet. They're called BLAMs (Barrel Launched Adaptive Muntion).

You can find a bit of info about them, and you'll even see a few places mention prototypes, but the project obviously flopped, 'cause you'll be lucky to find anything dated after 1997, or '99 at the latest.

There are other types of bullets that are referred to as smart bullets, but none that use the "paint" targetting method.
