Material that would fit in a suitcase (unlikely to be anything pure but even if it was) would most likely affect only those who came in close contact with it. Probably much less than a block but further contamination would depend on the movement of those first affected before being alerted. Would our government tell us a nuclear device was utilized if there were no "explosion"?
