Regular explosive packed tightly with highly radioactive materials that are not weapons grade, but when blown up into a tiny particulates they can spread to a wide area causing massive radiotactive contamination and killing many many people with radiation poisoning etc.
Not to mention the mass terror of everyone in an urban area going apeshit because of it.
