New solution from preventing newbies from hurting the industry

I solved the problem from newbies hurting the industry. Instead of just allowing anybody to jump into a free host, take some pics off a newsgroup and spam people via e-mail, we can put a tight monitor on them.

All you have to do is require free hosts to quiz a person before they're allowed to set up an account. I'm not saying that they have to know a lot, but rather just some multiple choice questions asking them what bandwidth, and hotlinking are. Also why it's wrong to use images that you don't have licenses for, and why you shouldn't spam. The way I figure it is that this way, if they do- do these things, at least they know they're doing something wrong.

There's the answer to the problem. I think this would be unlikely, but it's a good idea. What questions could we ask on this test.
