Well from what I have heard, me living in a very large military area, is that we put nukes everywhere we have a semi-permanent base presence. So this could actually be what it was.
Since there are 1800 nukes only 8 miles from me. Maybe they are trying to make use of them.
By the way that is enough nuclear energy to blow up Earth 10 times over, and still be able to take out Mars.
