That is not necessarily true.

There are many factors that go into establishing legal residency in a dwelling and based on the information given his residency status cannot be determined.

A mailing address alone does not establish his residency.

I could go to the post office tomorrow and change my mailing address to your address. That alone wouldn't give my tenant rights in your residency.
