Bonuses at each stage of the game in pure cash. The people who can send tons of sign ups are always going to be making good money and you will need a really amazing program to get them to start sending you a decent amount of traffic, so you can focus on the smaller webmasters, with enough of them promoting your sites you can make good cash too.
So give them bonuses they can achieve quickly an easily, like an extra $10 per 3 sales, or another $30 at sale #5 or #10.
