If those sites dcided to do it, they could sue for big dollars for bandwidth theft. I know the electronic TOS hasn't really been court tested yet but we surely don't want to set ourselves up to set their precedence. Not with all the freehosting out there. And we do have our own domains as well that give alot of BW.
