There are people running ICQ bots that pick up any new registrations. I don't know how they do it exactly, but it can't be that hard since the UINs are fairly easy to figure out (rather than - say - user names or email addresses). The only "protection" ICQ uses in that sense is that they have gaps in the UINs for new registrations. But it dosn't help much. It's inherently flawed.
That's why you get so much more spam on ICQ than other IM systems.
