I thoroughly disagree.
I think that the word 'scammer' should'nt be thrown around so lightly. To me, a scammer is someone who steals from you. Period.
Someone who does'nt deliver on a prize is just someone who is'nt sticking to their word, does'nt mean they're scammers or cheaters. Just means they're not following through.
