Probably a paradoxical vestige of slavery days where the negros would keep their eyes fixed on the ground, lest they make direct eye contact with the Massa sitting up on his horse.

The novelty of being able to look their white superiors in the eye without fear of ending up as a tree ornament in some out of the way place has apparently yet to wear off. Probably a good thing.
