Limited in what way? I feel it's an open ended question that could be answered six ways to sunday. Who's it good for? Traffic brokers? People who offer services? Who's it bad for? Submitters? Your mad cause the n00b took your top spot on a tgp? Or you thought they were only accepting the first 500 webmasters in 97'?
