If its not a plugin its more work than was required. The image wasnt redrawn, it was painted over, for that you can just use a paintbrush and constantly sample the underneath color and paint over it. Very easy and quick process with a wacom tablet.

that takes alot of time, even though i don't have a tablet, it's still gotta be a couple hours of work.
it's not a plugin - you can use some of Photoshop's filter to help cut down some work but there's lots of manual 'painting over' to be done.
