They always give warnings, they dont want to kill alot of people.
They may have got caught them a few weeks ago with 500kg of explosives, but they would have issued a warning before bombing anywhere.
Look at their history they don't this sort of thing.

But the timing is right for ETA. They were expected to strike right before the election.
