I've done a lot of per-project work, but i've decided that I end up wasting too much time looking through portfolios and picking people for each project individually. Plus they never really learn the business so they have as good of an idea of what we look for, the work turns out very inconsistent whereas we want work to have a consistent brand identity, and we want someone churning out things and not billing us for every little thing they do. There's a million reasons to get someone full-time if you have enough work for them. it's only people with a couple projects that are better off with work for hire.
