1. The laws are on the books against it.

There have been a lot of laws that have been changed, and ammendments have been made to the constitution to keep up with the progressing times; society is not stagnant, it is constantly changing. A few hundred years ago women couldn't vote, and now they can. I'm sure Thomas Jefferson and George Washington did not anticipate that either, but nonetheless, it happened.
