I fail to see just how dialers are any different than credit cards, or checks, or livestock as far as age verification. The exact same argument could be made (and in fact happened, not porn-related, some kid in the UK ran up thousands of pounds on his dad's credit card and traveled across Europe) for any payment method.
As usual, instead of the parent's responsibility to monitor the children, it's supposed to be ours. Which makes no sense. Don't want your kids calling 900#s? Have the phone company block them (though that'll ruin dad's recreation). Don't come whining that your kid ran up an XXX phone bill on 900#s when you could have done something to prevent it. Parenting isn't a part-time job.
The *only* way to prevent minors from accessing content they shouldn't be is to have their guardians get radical and accept responsibility for the kid they're supposed to be raising. Not the government, not the porn sites, not EBay, the parents. Only the parents, or guardians, should be allowed to dictate what is and is not appropriate for their kids to view. One of the entire points of parenting is passing values to your kids. That shouldn't be our job, nor should it the government's.
OK, rant over. We've just started experimenting with Nocreditcard and Mitch and his team have been great to work with in getting set up...
