From what I understand about SEs is that the bot doesn't actually scan your entire page for all keywords. It only scans the first few lines of body code.
It compares your keywords to your title, and to the body of your page to see how relevant the keywords are. Your rank depends on how relevant your keywords are to your page.
A few years ago people started adding tons of keywords (like the unknown pervert) but were using white text on a white BG, and hiding their keywords.
SEs started penalizing for this so one way I used to get around it was to create a black background color, but then usea white background image. The bot sees that the code for the page is black with white text. That worked for a while. But I think they caught on.
You might want to try a black bg color, then create a table with a white bg image. (It's important to use a white image because the bot doesn't see color unless it's in code format)inside that table you could add your keywords.
Also you'll get penalized if your font size is too small.
