1) I don't give a shit what a program is paying per referral - I would only promote one that I do well with myself. I would never deceive fellow webmasters to make a quick buck.
2) How well a program converts is all relative. If you generally convert at 1:50 then yes a 1:100 ratio would nbe below average

So either you just are doing an extremely shitty job of promoting ARS relative to your own standards or ARS just doesn't convert like others. But hey, who cares right? No problem misleading webmasters so long as you get your $50/referral.
