I think that the SE:s have one more condition: Link popularity only counts if the inter-linked domains each have their dedicated IP addresses, i.e. if two domains link each other but share IP addresses there is no boost.
Actually, the single most important thing for SE optimization to work is that your domain is hosted from a dedicated IP #. If you're on a free host, it's most likely a complete waste of time trying to optimize your pages for the SE:s
