Depends on the DB. Oracle is going to be tougher than SQL. If you have ever worked with MSAcess then SQL will be fairly easy to learn - the basics anyway. There are more free resources for SQL and SQL licenses are going to be cheaper than Oracle. Depending on what you are trying to do, the easiest and cheapest options would be MySQL and Access.
