Here's the easy solution:
Don't worry about banning guns, just make the following illegal and everything will be all right:
1) Murder
2) Robbery
3) Rape
4) Assault
What's that you say? These things are already against the law and yet they still exist? Well then, I guess another 100 laws against guns won't do much against those people that really want to get/use one.
