I don't use ICQ, but I use Yahoo Messenger. And when I first installed it, I had a TON of spamming instant messages and in my Offline Message box too. I went to PREFERNCES and clicked "ONLY ALLOW MESSAGES FROM PEOPLE ON MY MESSENGER LIST". See if you have that on ICQ.
