I realize our little civilization usually doesnt work this way,
but
to me he would have lost less credibility if (months ago)
he had just apologized to us and explained to the world:
"Our best evidence suggested he had the weapons we told you he did. Knowing what we know now, we were wrong. I promise you we will be completely shameless in our self evaluation. We will cooperate with investigations into where our intelligence went wrong. We will be open with our allies. I want to assure the world that we will take every possible measure to ensure that you will be able to trust US intelligence in the future."
That is, if it really was just a disasterous mistake.
If he intentionally exagerated the evidence, the no, he doesn't get a pass.
We should expect a President to make decisions based on evidence.
Not decide first, then creatively arrange supporting evidence.
