Not entirely sure what you mean by "directly accessed <a href="http://get-certified.net?go=domain+name" hahahahahahahaover="window.status = 'goto: domain name';return 1" hahahahahahahaout="window.status=''">domain name</a>"; if you are referring to the index page of the domain, we have warning pages on the index of each domain; no fluids/genitals there.
I am not aware of any law (one that is being actively enforced, and has been deemed constitutional, anyway), federal or otherwise, that states what you have asserted above, either. Perhaps I'm missing something?
