Maybe. But if I was in thier shoes, I'd do exactly the opposite.
I would go after the mom and pop shops, small content producers and small advertising programs (and in the grand scheme of things, all of these advertising programs are small fries except for a few titans) - people that can't afford to mount a defense against the government or would eventually be worn down and give up. Use these small frys to get the momentium going before going after the top dogs.
