Actually, neither VISA nor MC will not process any site that has "lolita" in the URL, and that is any VISA region in the world. Sometimes webmasters slip them in, until VISA catches them.
However, using lolita as your URL is not illegal anywhere.....you can't be prosectuted for it. It is simply against the regulations of the credit card associations.
