He's joking. That's the way internet access was up until around 96, 97 for the US. You paid by the minute you were online. You must be too young to remember that.
In case you didn't know, it used to cost per minute to use a land line telephone like a cellphone does now. There are still parts of the US and alot of the EU that still charges per minute.
