No friggin' clue. I don't think you're gonna have any luck whatsoever, though, if you start asking people to send you copies of their DL. Maybe just a checkbox would work asking them to certify that 1) it is their actual email address, 2) they're over 18, and 3) that they want to receive adult spam... You may want to talk to an IP lawyer about that.
