Don't underestimate the power of sending a well-written c and d to the perp. 9 times out of 10 they will pull the content right away, and if not, send a DMCA to their host, and contact the sponsor they're promoting. It doesn't eliminate theft, but it helps.
Content theft is a serious problem, and for those of you not taking it seriously, you should realize that when people steal images, they reduce the value of those same images for YOUR use.
