In my opinion, free sites and galleries are everywhere, therefore its hard to target someone in particular behind the site.
Also, freehosts make it very easy to remain fairly anonymous.
However with the big porn sites like cybererotica or karasxxx the people behind the sites are easily located.
Just a thought.
