That skin is called the frenulum and connects the foreskin to the penis...its where most of the nerves are. circumcision would remove the whole thing. Regular sex will stretch it out ( might even tear it ) to the point it won't be painful when its stretched. Mutilation through circumision is not the answer, find a nice tight girl!
