i think you are misinterpreting the study.
consumers are afraid that by buying something from amazon.com or something they will receive a slew of junk email resulting from their purchase.
which may or may not true.
this, however, is a result of big business tactics where email databases are shared and purchased amongst each other. it doesn't really have much to do with most spammers, as many of them won't have access to these huger lists of consumers because they wouldn't have a relationship as such with the company.
