I think the investigation is a bit over the top, but c'mon, that is not appropriate. There were families with children watching the superbowl.
If i had a child, i certainly wouldn't want them getting the idea that tearing off a woman's clothing was okay. The fact that Janet Jackson acted surprised about it only makes that worse. Sort of implied that she didn't want it to happen (although i'm sure she did, and the whole thing was staged, but look at the message it sends).
