Buying traffic question.

I see people saying that they will get you traffic. But how can they do this?

What do they do, go to peoples homes and tell them to load your website? OK maybe I am being silly, but logically how do they do it?

Lets face it, you never see shops or hotels and so on buying traffic to there buildings?
