I'll never forget, years ago a bud of mine was a bouncer/escort for the ladies, etc at a titty bar...and one of his tasks was to make sure the ladies had clear latex covering their nipples, some strange ass legal issue...
from all accounts that I've seen & heard, titty bars are generally a MESS with legal issues...
