Yes, it's pretty sad that your friend doesn't have the fortitude to go above his CO's and complain that he's supposedly being "forced" to steal.
And if they're stealing "whatever they want" and doesn't want anything, then he's not being forced to steal, so it seems.....
Not to mention, neither you, I, nor your friend know if these are "helpless" people.
