Read the website. They aren't a merchant account for adults. If you want to bill people, they call a #, enter a pin, they fund a virtual card. They can then use this virual card, blah blah. Not something 99% of surfers are going to do.
What you need is a Merchant account. You are looking at $1500-3000 (estimates) to set it up. You may also be required to set up a European corperation, or you may not, depending on the company you chose to get a merchant account for.
The rules you heard about most billers are for 3rd party billers like ccbill, epoch, ibill. Visa doesn't want adult on 3rd party billers anymore. They want every adult website to have their own merchant account, bringing more responsibility into it. You need to get approved by banks, need references, credit checks, and you put up a large fee. (some places don't have merchant setup fees if you do around $100-200K/month in transactions)
