I think the kind of service you're looking for is called a resident agent.  I think if you do a search on google and look for a resident agent in Delaware.  They should be able to take care of anything you need in that department.  Basically they act as your US liason for any matters like that.

 thats a completely different issue. a company is required to have a resident agent/office in the state where it is registered to do business. basically just a forwarding address in the event of legal correspondence.
thats not the same as someone being a member to an LLC and answering to the IRS and bearing any legal liability for the business of the company.
