i used to have my hair ice blue like that, try a base of extra strong hold gell, tilt your head upside down and hit it with a blowdryer while teasting it, then once that starts to set a little bit the way you like it, hit it with a firm blast of heavy hold hair spray (keeping your head upsidedown), blow dry until firmly set... then boom, i could stick my head out the window of a car moving 125MPH with 4" spikes and it wouldnt even phaze it.
