Complaining to USA authorities may get his hosted pulled, but probably not much more... if he's outside of the USA then he does not need to comply with 2257 requirements.
If he ever gets done it will probably be for straight copyright violation rather than the more serious offence of child pornography.

The only reason i say that is beacuse a lot of people take up PO Boxes and get Inc. in other countrys where the laws and taxes may be a little more loose than here in the USA.
However i do agree that if anything at all does happen it will probably be a slap on the rist, and nothing all that harsh.
