In Panama City it's almost like in a major city in the U.S. In other locations it's pretty damned cheap. Although it might be very difficult to find a _nice_ house.
If you don't sell it in the streets I can't imagine anybody taking care.

I never had any problems with them. Bureaucracy may be tough though.
It's pretty easy ... more or less a question of proofing you have a stable flow of money from outside of Panama.
