If we make something up in Spain, as an example, do you close US business if someone there do not follow Spanish rules?
EU banks make EU Visa rules!

I don't quote Visa rules as a international law

But when they are asking about a 3rd party biller in the US, I talk about the Visa rules in the US. If they ask about a EU 3rd party biller, but the company is doing business with them from the US, the US company is still under the Visa rules in the US, even though they are using a 3rd party biller from the EU (or else were).
If somebody has a company form the EU (or anywhere else), I usually don't comment, cause I don't know what I'm talking about when it concerns a company from some other country besides the US.
Why did you assume I was appling the US visa rules to the world? When a US company is doing business with a EU 3rd party biller. That EU 3rd party biller is breaking Visa rules (applied world wide) if they don't apply the US Visa rules to the US company.
