Citizens can be trusted. Not all of them. Those that are not smart enough to wear a seatbelt or drive responsibly while talking on a phone will receive consequences.
As Ben Franklin said in the 1750's: "
Those who would give up essential liberty to purchase a little temporary safety deserve neither liberty nor safety"
