Actually, generally anyone can be an arbitrator.

So if you and I have a dispute, we agree to have the hot dog vendor on the corner arbitrate our dispute. The vendor hears our arguments and awards me $50,000. So long as we agreed that that the hot dog vendor's arbitration was "final and binding" and that "the decision is enforceable in any court of competant jurisdiction", I can take the hot dog vendor's decision to a court and have a judgment entered against you for $50,000.

Now obviously, there are some decisions that are unenforceable because of public policy reasons (illegality, for example). However, if you stick with money and "give him his content back" type decisions, you can do a lot.
