This amendment does use the word broadcast, but I think its intent is in the technical sense of the word: a radio transmitter emitting a signal. That includes cordless phones, cell phones, your 802.11 router, satellite broadcasts, and even land-line telephone calls that may utilize satellites in inter-city or intra-city routing.
